Why are there new versions so often?

Vendors want to appear "modern"
- New operating system "breaks" existing version
- Programmers have to eat!
Should I keep upgrading?
- If upgrade offers a worthwhile new feature
- If old version won't run on your new computer
- Otherwise why bother?
